  • Enters this phase when cwnd reaches ssthresh
  • Increases cwnd linearly: adds approximately one MSS to cwnd per RTT
  • More conservative growth to avoid triggering congestion
  • Continues until congestion is detected

3. Congestion Detection

TCP detects congestion through:

  • Timeout: When an acknowledgment isn't received within the expected time
  • Duplicate ACKs: Receiving multiple acknowledgments for the same segment (typically 3)

4. Congestion Response

When congestion is detected, TCP:

  • Sets ssthresh to half of the current cwnd
  • For timeout: Resets cwnd to 1 MSS and enters slow start
  • For duplicate ACKs: Enters fast recovery (in modern implementations)

5. Fast Recovery

  • Reduces cwnd to ssthresh plus 3 MSS
  • Increases cwnd by 1 MSS for each additional duplicate ACK
  • Returns to congestion avoidance when a new ACK arrives

TCP Congestion Control Variants

Several variants of TCP congestion control have been developed to address different network environments:

TCP Tahoe

  • Original implementation
  • Uses slow start, congestion avoidance
  • Resets to slow start on any congestion detection

TCP Reno

  • Adds fast recovery
  • Distinguishes between minor congestion (duplicate ACKs) and severe congestion (timeouts)

TCP New Reno

  • Improves fast recovery to handle multiple packet losses in a single window
  • Remains in fast recovery until all losses are recovered

TCP CUBIC

  • Default in Linux systems
  • Uses a cubic function to grow the congestion window
  • Less sensitive to RTT, more scalable for high-bandwidth networks

TCP BBR (Bottleneck Bandwidth and RTT)

  • Developed by Google
  • Models the network to estimate optimal sending rate
  • Focuses on maximizing throughput and minimizing latency

SCTP Congestion Control

SCTP implements congestion control mechanisms similar to TCP:

  • Separate congestion control for each destination address in multi-homed scenarios
  • Uses selective acknowledgments (SACK) for more efficient loss recovery
  • Implements slow start, congestion avoidance, and fast retransmit

Explicit Congestion Notification (ECN)

ECN is an extension to IP and TCP that allows end-to-end notification of network congestion without dropping packets:

  1. Routers mark packets instead of dropping them when congestion is imminent
  2. Receivers echo these marks back to senders
  3. Senders reduce their transmission rate in response

This approach reduces packet loss and retransmissions, improving overall efficiency.

Router-Based Congestion Control

Routers play a crucial role in congestion control through queue management algorithms:

Tail Drop

  • Simplest approach: drop incoming packets when the queue is full
  • Can lead to "global synchronization" where multiple TCP flows reduce their rates simultaneously

Random Early Detection (RED)

  • Drops packets probabilistically as queue length increases
  • Starts dropping before queue is completely full
  • Avoids global synchronization by affecting different flows at different times

Weighted Random Early Detection (WRED)

  • Extension of RED that provides different drop probabilities for different traffic classes
  • Allows for quality of service differentiation

Challenges in Congestion Control

Several challenges complicate congestion control:

  1. Heterogeneous Networks: Different link types with varying capacities and delays
  2. Wireless Networks: Packet loss due to interference rather than congestion
  3. High Bandwidth-Delay Product Networks: Traditional algorithms may not scale efficiently
  4. Short-Lived Flows: Many web connections don't last long enough for algorithms to adapt
  5. Non-Cooperative Traffic: UDP and other protocols that don't implement congestion control
